Christopher Allen Lee, 53, pleaded guilty to a felony charge of reckless discharge of a firearm involving a domestic incident. He was relieved of duties as chief for the Upper Sioux Police Department following his arrest.
Phoua Hang’s husband was driving and she was a passenger when their vehicle was struck July 17 by someone driving a stolen Kia in the Payne-Phalen neighborhood. The driver and passengers ran away.
The case hinged on the fact defendant Stacy Stranne repeatedly opened the coffee shop and restaurant for business after the revocation of her food and beverage license by the health department.
