What about taking the soon-to-be-vacant Younkers spaces in Superior and Duluth and making them into one- or two-bedroom apartments priced according to income with yearly leases? Have a restaurant, shoe store, boutique, hair salon, bar, small theater, etc., nearby. Maybe solar panels could be put in the ceiling. See how well that works. Maybe government could invest money into it with it being energy efficient.
