Unlike his fellow Republicans Presidents Theodore Roosevelt and William Howard Taft, who each supported a progressive income tax with higher rates on higher incomes made possible by the 16th amendment to the Constitution, Stewart Mills favors a flat tax with the same rates on all incomes.
Mills, who’s running for Congress in Minnesota’s 8th Congressional District, also says he wants to save Social Security. At present all income over $117,000 per year is exempt from the
6.2 percent payroll tax that supports Social Security. By eliminating this exemption and instituting a flat 6.2 percent Social Security payroll tax on all income, we could save Social Security. And that would be consistent with Mills’ flat-tax principle.
Would candidate Mills support removing this high-income exemption? My guess is the answer to that question would be no.
