As a retired officer with the Duluth Police Department who had several child abuse cases referred to and prosecuted by Mark Rubin, I can affirm Rubin was both very professional and caring in dealing with an often-difficult area of criminal justice.
Prior to the early to mid-1970s, such cases often were referred to Social Services. But Rubin began legal action via the criminal court system with a number of successful prosecutions. The First Witness Child Abuse Center was a result of his early involvement, along with the further training of law enforcement personnel in proper techniques to use to question children, resulting in interventions of dysfunctional family systems that otherwise would have continued.
