I'm required by the city of Duluth to have my main sewer line replaced. Once a homeowner selects a contractor, there is nothing the homeowner can do to control the amount of time it takes to complete the project. I was told three days. It took this contractor four weeks. That's just the digging and filling. He's still not done, and it's going on seven weeks.
The city should inform homeowners at the information meetings that are held about the time it should take.
It seems the city and homeowner have no say on this matter. We seem at the mercy of the contractor. It's up to him. And the city will still pay the contractor, apparently, no matter how long it takes.
I've talked to the project manager, water quality, engineering and the inspector. They have to know how long a project like this should take, but they've done nothing to help.
So beware who you hire.
