In response to the July 23 editorial, "Duluth School Board has mighty nice problem," clearly surplus money should be given back to the property owners who paid for the construction detailed in the Red Plan. Duluth has about 35,000 households; $32 million divided by 35,000 is about $900 each. This would stimulate me enough to hire a contractor and get a new garage door.
