What would Putin do if Ukraine sent long range missiles toward Moscow and the Kremlin?

I don't get it. Russia's wanton shelling missiles, death, and terror on Ukrainian civilian hospitals, apartments, homes, businesses, etc. ad infinitum, with wherever, whatever targets and shows no military purpose while Ukraine attacks military targets, army vehicles and Russian soldiers. What would Putin do if Ukraine sent long range missiles toward Moscow and the Kremlin? Go nuclear? I don't think so with NATO, the U.S., and others with tremendous nuclear capability. Ukraine is fighting a one-sided, hands are tied war.
