A homeless Level Three Predatory Offender will move to a residence in the 4200 block of Carlton County Road 138 in Barnum Township, according to the Carlton County Sheriff's Office.
Dustin Kenneth Lee Nelson, 27, moved to Carlton County in August and was camping off County 138 within a half-mile of where he will live. Nelson's homeless status drew the ire of area residents.
Minnesota statute provides that an offender can be classified as homeless, but is required to physically report to law enforcement once per week. Carlton County Sheriff Kelly Lake said her department never received any complaints about Nelson's actions and that he has complied with all the requirements placed on predatory offenders.
At 16, Nelson was arrested and convicted in Ramsey County on a charge of felony third-degree criminal sexual conduct. He approached a woman in a public park who he did not know, restrained her, pulled her to the ground and attempted to engage in sexual penetration, according to Ramsey County Court officials.
