A Level III Predatory Offender has been charged after a Wednesday afternoon incident in which a woman was assaulted in the second floor of the Government Services Building in downtown Duluth.
The woman told police a man grabbed her around the neck with both hands after she left a stall in the second-floor women's bathroom. The woman told police her attacker said he was going to hurt her and began to choke her.
The victim screamed and the man placed his hand over her mouth.
The woman struggled free and ran out of the bathroom.
Nicholas Thomas Stroeder, 18, was arrested in the men's bathroom adjacent to the women's bathroom in which the woman was assaulted. He was detained there by several men.

Stroeder has been charged with attempted first-degree criminal sexual conduct and criminal sexual predatory conduct.
Stroeder was previously convicted of attempted third-degree criminal sexual conduct, according to a release from the Duluth police. In that instance, Stroeder lured a woman into a bathroom and tried to sexually assault her.
The press release said Stroeder was being monitored by a GPS unit and was required to check in with his work release program hourly.
