Duluth recognizes vacation home rentals as facilities that rent two to 21 days but aren't considered a hotel, motel or bed and breakfast. It sets the following standards when it comes to the rentals operating in mostly residential areas under an "interim use permit."

r Minimum rental period is five nights June 15 through Sept. 15. Other period is two nights.

r The number of people who can occupy a unit is restricted to two per bedroom.

r Off-street parking is required according to the number of bedrooms: one space for one- to two-bedroom units, two spaces (three to four bedrooms), and three spaces (five-plus bedrooms).

r Only one motor home-type unit may be at a rental at a time.

r Property owner must obtain all city and state license required for guest occupancy.

r Owners must keep guest records and provide other information to the city: A rental contract, property use rules, tax records and interim use violations procedures.

r Owners not on site must provide a local contact within 25 miles of the unit and can act as an authority 24 hours a day for neighborhood complaints and any other incidents. The contact person information is required to be sent to neighbors within 100 feet of the rental.

r Owners must provide renters with details of rules and regulations, including parking and noise allowances.

r Permits can be revoked if there are two significant nuisance events.

r Rental unit must be inspected by the Fire Department.

r Interim use expires at change of ownership or after six years of use.
