Man arrested in downtown Duluth, charged with heroin possession

A Duluth man has been charged with two counts of second-degree possession of a controlled substance.

Andrew Wayne Clarke, 45, was arrested Wednesday in the 500 block of West Superior Street by investigators from the Lake Superior Drug and Violent Crimes Task Force with assistance from the Bureau of Alcohol Tobacco and Firearms.

Clarke had two outstanding St. Louis County warrants for controlled-substance crimes in the third degree and had 8.3 grams of heroin on him. He is responsible for distributing large quantities of heroin in the Twin Ports over the past two years, authorities said in a news release.

Police requested the County Attorney's office to make an argument for high bail "because we feel he is a danger to the community," Jim Hansen, Duluth Police public information officer, said. "That is based on the dramatic increase in heroin overdoses, both fatal and nonfatal, that have occurred recently."

Clarke has several felony convictions, including assault, burglary, theft and possession of controlled substances.
