Duluth police say a Level 3 predatory offender has relocated into the area of First Avenue West and Second Street in Duluth.
Dennis James Armstrong, 40, has a history of sexual contact with boys and girls age 5-7, according to a Duluth Police Department news release. He was known to his victims.
Armstrong is white, 5 feet, 8 inches tall, weighs 183 pounds and has blue eyes. A fact sheet is available from Duluth police or doc.state.mn.us .
