Duluth City Councilor Greg Gilbert, who has served the second district since 1997, said next year will be his last as a councilor and he will not run for re-election.
Gilbert, whose third term ends next year, said he made the decision "awhile ago."
"I think I've put in my public service," he said. "I've enjoyed every minute of it, but it's time to let someone else do this."
Gilbert, who also unsuccessfully ran for mayor three times, most recently last year, has long enjoyed the support of the city's police and fire unions.
Gilbert said his most significant accomplishment was making people feel they had a role in changing city government and increasing voter turnout.

Before he ends his run on the council, Gilbert said he is mulling a run as the council president next year, a position he held in 2000.
Councilor Garry Krause also said he is considering running for council president.
