Stowe Elementary in Duluth held its annual costume parade outdoors this year due to the COVID-19 pandemic. Families and community members lined 101st Avenue West and Goodhue Street, waving from their vehicles. The parade will take place again Friday, Oct. 30, so a second group of students can participate as well.
