EDITOR'S NOTE: The News Tribune asked the same five questions to each of 10 finalists for the open Duluth City Council seat. We'll run one set of responses each day, going alphabetically. Today we have the responses of Kerry Gauthier, the director of rehab services for the Minnesota Indian Primary Residential Treatment Center in Sawyer.
Q: The city is facing another budget shortfall next year. How would you handle it?
A: My first priority would be to ensure public safety and therefore I would not support cuts to the Fire and Police departments. Road maintenance is also a priority. I would then begin to look at areas we could hold the line or cut. I would also look at ways to generate additional revenue.
Q: How would you have voted on the 14 percent levy increase?
A: In light of the longstanding financial issues of the city and the governor's announcement to cut local government aid, I would have voted for it. Gov. Pawlenty's decision to cut aid to Duluth gives us another unfortunate budget shortfall.

Q: How would you have voted on the monthly fee for street lighting?
A: I voiced my opposition to this fee prior to the council voting on it. I would have voted no. I believe street lighting is part of addressing public safety and has always been paid for through the general fund.
Q: What do you believe are the most cuttable city expenditures?
A: Public safety is my priority. We need to increase revenue such as an increase in parking fines. The council and mayor will need to work together to identify possible cuts or freezes in the city budget.
Q: If appointed, would you run for election in the fall? Why/why not?
A: I welcome the opportunity for public service. I would see my first few months on the council as educational as well as serving the people. It would give me the information I would need to make a more informed decision of running for election in the fall.
