EDITOR 'S NOTE: The News Tribune asked the same five questions to each of the 10 finalists for the open Duluth City Council seat. We'll run one set of responses each day going alphabetically. Today we have the responses of Daniel Hartman, program director of Veteran's Memorial Hall in the Depot.
Q: The city is facing another budget shortfall next year. How would you handle it?
A: The City Council must work with the administration to make cuts where appropriate. In a strong mayor system of government such as ours, it's important to have a councilor who is going to bring questions and ideas to the mayor to help solve our current budget crisis.
Q: How would you have voted on the 14 percent levy increase?
A: I would have supported this levy increase. You can never take a tax increase lightly, but when you weigh the cost versus benefit, it breaks down to an extra $2.55 per month for a multitude of things, including 12 new police officers.

Q: How would you have voted on the monthly fee for street lighting?
A: I would have supported this because the city administration has worked hard to solve the budget crisis and though I am not a fan of fees or taxes, in times as dire as these, I feel it was necessary to balance the budget and there were no other viable options at that time.
Q: What do you believe are the most cuttable city expenditures?
A: I don't want to pretend to know every expenditure in our city. As a city councilor, I would work with the council and administration to make responsible cuts when they are necessary. Once again, these tough times call for tough decisions.
Q: If appointed, would you run for election in the fall? Why/why not?
A: I think it is too early to say for sure. My best answer right now is, most likely. If I do, I will be running because I believe in the city of Duluth and I think the council needs another person with a strong work ethic who is willing to spend long hours to make this a better place to live for everyone. A place where people can find a job with a decent wage, a place with affordable housing and a place that is known for its positive business atmosphere.
