Section 44-7 of the Duluth City Code, which pertains to signs that do not require permits, reads:
Except as provided herein, no person, firm or corporation shall erect or cause to be erected or allow to be erected on property owned by him any sign unless a permit has been issued for such sign pursuant to the terms of this Chapter. No permit shall be required for the following signs: all districts: permitted entrance, exit, stop and no trespassing signs; permitted property sale signs; permitted recreational field signs; permitted political signs; permitted construction or remodeling signs; permitted temporary signs; permitted home occupation signs.
Section 44-11 of the City Code reads:
Except for A-frame signs allowed pursuant to section 44-12 and temporary signs approved pursuant to section 44-9 of this chapter, no sign shall be placed on any street, highway or pedestrian easement or be attached to or painted on a tree, fence or accessory building.
