The city of Duluth finally seems to have found a permanent human resources manager.

Kim Hall, the HR manager for SMDC Health System since 2002, will take the spot for the city beginning the first week of September.

There has not been a permanent replacement for the job since late 2006, when Gary Meier retired. Since then, it has been filled temporarily by city attorney Lisa Wilson and twice by John Grandson, who also is fleet manager for the city, among other duties.

Mayor Don Ness said in a statement the city was fortunate to find someone of Hall's talent and experience.

"The Human Resources office is key in our organizational change efforts, and Ms. Hall's leadership will be the catalyst for successfully implementing that change," he said.

The city said that while at SMDC, Hall was responsible for the overall operation of HR services for 7,000 employees at 18 clinics and four hospitals. She has a bachelor's degree in social work from the University of Minnesota with a criminal justice studies certificate and has a mini-MBA in health-care management from St. Thomas College in St. Paul.
