Douglas County bailiff charged with sexual assault

Charges were filed today against a Douglas County Sheriff's Department deputy accused of sexually assaulting an 18-year-old man.

William J. Webber, 55, a bailiff at the Douglas County Courthouse, faces felony charges of exposing a child to harmful material and reproducing a representation of nudity without consent. The complaint, filed in Douglas County Circuit Court, also lists four misdemeanor charges: two counts of obstructing an officer and two counts of fourth degree sexual assault.

Webber was arrested in October and released on a $2,000 signature bond, despite the lack of a criminal complaint. He was placed on administrative leave prior to his arrest.

Ashland District Attorney Sean Duffy will prosecute the case, which is scheduled for an initial appearance Friday before Judge George Glonek.

According to the criminal complaint, Webber touched an 18-year-old male inappropriately in the sauna of a Superior hotel while playing a game called "Are you nervous yet?" and at the younger man's house later the same day.

Webber is also accused of showing the same male pornographic videos earlier in the summer when he was still 17 years old.

When Superior police officers executed a search warrant at Webber's home in the village of Superior, they found the pornographic movies the young man said he watched with the deputy, the complaint stated. They also found a number of naked pictures of the 18-year-old man on a digital camera and a video of him swimming in a hotel pool naked. In addition, officers found a video shot through a bathroom window that shows a naked woman who appeared unaware she was being filmed coming out of the shower and drying herself off.

Prior to the search of Webber's home, Capt. Chad La Lor asked a number of times if the deputy had any digital photos of the 18-year-old male naked or if he had taken any photos of the young man. Webber told him no, the complaint stated.
