An alleged drug dealer is accused of shooting at an associate outside a Lincoln Park apartment building last week.

Robert Anthony Winston, 30, was arraigned Wednesday in State District Court in Duluth on a felony charge of second-degree assault. Authorities allege that Winston fired at a moving vehicle outside Midtowne Manor II, 2011 W. Second St., just after 4:30 p.m. on Nov. 25.

According to a criminal complaint, a "middle man" for Winston's drug sales was sitting in the driver's seat of a white Buick outside the high-rise when Winston pulled up behind him in a green Buick. Winston allegedly approached the victim on foot and the two men got into a struggle.

Surveillance video shows the victim beginning to accelerate, briefly dragging Winston alongside the car, according to the complaint. As the car exited the lot, video allegedly shows Winston taking out a gun at firing at the victim's car.

The bullet left a hole in the rear bumper, but no one was physically injured, police said. The case was investigated by the Duluth Police Department and the Lake Superior Drug and Violent Crime Task Force. Winston was arrested Monday.

At the time of the incident, Winston was on conditional pretrial release for pending felony charges of second-degree sale of heroin and fifth-degree possession of a controlled substance.

Senior Judge Gary Larson set Winston's bail at $100,000. His next court appearance is set for Jan. 10.
