A Carlton County man was charged Monday with two counts of first-degree criminal sexual conduct involving a 7-year-old girl.

Francis Lenard Marsh, 36, of Willow River was arrested on a warrant and booked into the Carlton County Jail on Tuesday afternoon.

According to the criminal complaint in the case:

On March 3, Marsh, the victim, a juvenile relative and a juvenile friend were at the victim's home in Kettle River when Marsh came to the residence.

At one point, Marsh was in the bathroom with the door closed for a period of time. When he exited, the victim followed. The juvenile relative then asked the victim what occurred in the bathroom and recorded a video of the victim's response, which later was turned over to investigators, the complaint states.

During a forensic interview at First Witness Child Advocacy Center in Duluth, the victim again described the March 3 incident and disclosed similar contact having occurred many times in multiple locations in the past, the complaint states.

Marsh is set to make an initial appearance Monday in Carlton County District Court before Sixth District Senior Judge John DeSanto.

In 2009, Marsh pleaded guilty to and was convicted of soliciting a child for sex in Sherburne County, Minn. In that case, charges of first-degree criminal sexual conduct with a child under 13 and indecent exposure in a public place were dismissed.
