County approves settlement of alleged stormwater violations at Haines Road project

The St. Louis County Board on Tuesday unanimously approved settling allegations of pollution violations during the county's massive Haines Road reconstruction project in Duluth.

The St. Louis County Board on Tuesday unanimously approved settling allegations of pollution violations during the county's massive Haines Road reconstruction project in Duluth.

The board voted 6-0 to approve the deal that will see Grand Rapids-based Hammerlund Construction pay $46,000 to the county, which will then pass the money on to the Minnesota Pollution Control Agency after allegations of numerous violations of federal stormwater runoff regulations.

The county and Hammerlund officially dispute the allegations, according to the board memo on the resolution, but agreed to the stipulation agreement to settle the issue.

The PCA often uses such stipulation agreements, which are legally binding, to settle alleged violations at both existing business and construction sites.

At the time it was completed in 2013, the $12 million Haines Road project was the county's biggest-ever road project.
