The Duluth City Council voted against two ordinances that would have changed the city charter.

One would have made it easier for city employees to run for elected office.

The city attorney's office recommended that council pass the ordinance, saying that the current ordinance didn't comply with state law. However, some councilors felt conflicts of interest could arise from city employees being elected to city office.

The other would have allowed the mayor to appoint two members of his staff rather than hire through the civil service process.

Only Sharla Gardner voted against the mayor's ordinance, but a charter change requires a 9 to 0 vote; the employee ordinance was opposed by Todd Fedora, Jay Fosle and Garry Krause.
