WHAT THEY DID: Voted 6-3 on a new 300-foot rule that would essentially ban new rental licenses in an area around Duluth's two main college campuses (see map above). The new rule would allow appeals for people who feel a hardship exists and a rental license is necessary, so long as it can be demonstrated that "there is clear and convincing evidence that the property no longer retains a reasonable economic value as an owner occupied dwelling and the ability to rent the property is necessary in order to retain a reasonable economic use." This rental ordinance expires in 2012.
