Owner and manager: Mesaba South Ltd. is the owner; Thies & Talle Management, based in Chanhassen, Minn., manages the property. Thies & Talle owns and manages housing properties in more than 80 communities in the Midwest, from high-end luxury to government-assisted housing. Mesaba Villas South is one of several housing properties it manages in Duluth.

Project: Renovation of the apartment complex was just completed and celebrated with a ribbon-cutting ceremony last week. The top-to-bottom renovation included new siding, decking and roof. The apartments have received new millwork, kitchen cabinets, counters and flooring.

General contractor: Premier Exteriors in the Twin Cities

Project cost: $1.75 million

Who paid: Thies & Talle Management and Minnesota Housing Finance Agency partnered on the project.

Housing type: The 35-year-old housing complex has 27 rental units for low-income residents that are government-subsidized through the Housing and Urban Development Section 8 and Section 236 programs.

Size: 27 apartments

Rents: The 236 HUD units rent for $560 to $855 per month; the others are based on 30 percent of the resident's income.

Units available: There are currently no vacancies.
