The Duluth Park and Recreation's Chester Bowl Semester Day Snow Festival, which was to be held on Friday, Jan. 18th, is canceled due to the predicted frigid conditions.
The combination of the cold temperature and wind chill predicted for Friday is too hazardous for children to be outdoors.
