* The University of Minnesota Board of Regents is asking the Legislature this year for more than $11 million for UMD. The money is for construction or completion of 10 major buildings and to add 31 acres to
the campus.
* Officials of the striking Oil, Chemical and Atomic Workers Local 659 yesterday began legal proceedings against officials of the Continental Oil Co. Wrenshall refinery. The union alleges that the company is permitting unlicensed personnel to operate boilers and turbines.

* Afternoon snow gave entrants in the 1989 John Beargrease Sled Dog Marathon cause for concern yesterday at the start in Ordean Junior High School stadium. Three inches of powdery snow made running very difficult for the dogs.
* Open enrollment could mean the end of the Mountain Iron-Buhl school district, according to Superintendent Robert Duncan. About 300 students have indicated they will leave the district next fall, taking about $1.2 million in state aid with them.
