* Minnesota Power & Light Co. officials agreed yesterday to include state archaeologists in survey parties for a proposed high-voltage transmission line from Warroad to Hibbing.
* Shirley Swain has been named coordinator of the Duluth Bicentennial observance, Chairman Alfred E. France announced yesterday. Swain, a University of Minnesota graduate in home economics and journalism, will assist in the planning, organization and implementation of all bicentennial events.

* Since Duluth Mayor Gary Doty proposed 20 months ago a 25-year plan for repair of the city’s crumbling streets, the program has run into problems. Cost estimates have increased and the city is $500,000 short of what it needs annually for repairs.
* The High Falls on the Pigeon River are the focal point of the new Grand Portage State Park that holds its opening Oct. 2. The 325-acre park lies within the Grand Portage Indian Reservation.
