  • Duluth Mayor Ben Boo yesterday vetoed a City Council resolution to put proposed city housing code changes on the Nov. 7 ballot for a decision by voters. Boo said the resolution doesn't do a good job of explaining the proposed changes.
  • A report released yesterday by the Head of the Lakes Council of Governments projects the population of Duluth at 99,500 by next July 1. The report also predicts Duluth's population will grow back to 100,500 by 1985.

  • Construction began yesterday on the Watson Centers shopping mall at Central Entrance near Trinity Road. Workers will prepare the site before year's end and begin building the mall in the spring, according to Minneapolis developer Steve Watson.
  • Officials at the Western Lake Superior Sanitary District say they're taking steps to help curb a smelly problem at the sewage treatment and garbage incineration plant in Duluth's West End. Neighbors say odors have gotten worse over the last two years.
