Minnesota Gov. Wendell Anderson yesterday recommended to President Nixon that Duluth's federal disaster declaration be extended to cover this week's new flooding.

The M.L. Hibbard Steam Electric Station in Duluth will be converted from the burning of coal to burning residual oil, Minnesota Power & Light Co. representatives announced yesterday. The company will spend about $2.5 million on the conversion.

The Iron Range Resources and Rehabilitation Board last night approved a revolving loan program to assist the state's troubled taconite industry. The plan will offer up to $2 million to each of seven operating taconite plants.

Duluth city officials will soon decide if supporters of a proposed Citizens Utility Board have collected enough signatures to get their petition on the Nov. 3 election ballot. The City Charter would need to be amended to establish the board.
