Calling his recall an illegal election, Duluth City Councilor Thomas Agnew yesterday demanded an administrative hearing on the charge and threatened to sue the council. City Attorney William Dinan said there is not a City Charter provision for such a hearing.

The Army Corps of Engineers has made a preliminary study of a proposal to widen and deepen Great Lakes connections and harbor channels to allow vessels of up to 1,300 feet in length. The Corps held a workshop on the study yesterday in Duluth.

Northwest Airlines planes are returning to the skies for the first time since the pilots' strike grounded the airline on Aug. 28. A spokeswoman yesterday said seven of the nine standard flights leaving Duluth daily will be on the schedule beginning tomorrow.

Duluth City Councilor Marcia Hales yesterday voted against two procedural measures relating to the 1999 city budget, saying she will not support raising taxes. Mayor Gary Doty has proposed increasing property taxes by $385,000 next year to help fund salaries for community police officers.
