* James Oberstar received congratulations from the governor’s office early this morning on his apparent victory in the 8th Congressional District DFL primary. Scattered and unofficial returns gave Oberstar 16,129 votes, state Sen. A.J. “Tony” Perpich 5,070 votes and state Sen. Florian Chmielewski 4,615 votes.
* Over the objection of two members, the Duluth School Board voted last night to turn the vacated Bryant School building over to the city for $1. The building, vacated last June, is to be demolished and the land included in a projected truck mall.

* At tomorrow’s Duluth City Council meeting, the sump pump ordinance that was approved Aug. 22 is expected to be voted down or tabled. The city has now been given an extension until Dec. 31 to solve the problem of rainwater overflowing sanitary sewers.
* Last year in Duluth six people were murdered, making it the deadliest year in the city’s modern history. But as the number of murders has increased, the number of other reported violent crimes has declined, according to FBI crime statistics.
