Duluth water and sewer rates are increasing substantially. A report presented to the Duluth City Council yesterday projects a 15 percent water rate increase for most residential users and a doubling of sewer charges once the new WLSSD plant is in full operation.

Duluth Central High School students will receive report cards every six weeks this year instead of every ten weeks, as in other district schools. Principal Richard Carlson said more-frequent progress reports give students more opportunities to make adjustments that could improve performance.

Public hearings begin this week on a proposed power line that would transmit electricity from Minnesota across the St. Croix River to Wisconsin. Officials say the $46 million project is a critical step in meeting energy demands of northwestern Wisconsin, especially the Ashland area.

Four players from Northeastern Minnesota were named yesterday to the Minnesota State High School Coaches Association All-State teams. Justin Hockemeyer and Dana Rock of Duluth Central, Amy Masterson of Proctor, and Meghan Overom of Marshall were named to the Class A teams.
