The Duluth City Council yesterday tabled a resolution to accept a state loan for a non-union home repair cooperative to fix up homes for low-income Duluth residents. The plan to renovate six West End houses was strongly opposed by local union representatives.

President Carter yesterday signed the Boundary Waters Canoe Area bill that adds 45,000 acres to the wilderness area. The bill also limits motorboat use to 24 percent of the water surface by the year 2000 and bans mining and logging.

Duluth's Benedictine Health Center will delay construction of a proposed senior housing complex to deal with an unfavorable inspection report from the state. Most of the problems found by state inspectors are in the Special Care Unit, which houses residents with dementia.

No progress is expected until late next week in negotiations over a new Duluth teachers' contract. School district officials and Duluth Federation of Teachers leaders are analyzing the effects of a new proposal from state mediator Jim Jarvinen.
