Duluth Mayor Robert Beaudin said yesterday U.S. Secretary of Transportation Brock Adams is "very agreeable" to funding the proposed Harbor Square development in downtown Duluth. Beaudin is seeking federal funding for construction of a platform above I-35 to house a retail shopping center.
A record $79.9 million St. Louis County budget for 1978, up from $71.2 million this year, was approved yesterday by the county board. Most of the $8.7 million increase will be paid with higher taconite production tax revenues and state and federal sources.

As Duluth officials begin discussions about handing over management of the downtown Holiday Center's walkways to mall owners, a group of Duluth teenagers is standing up to say no. They are organizing a serious campaign to lobby the Duluth City Council.
In its first comprehensive assessment of the nation's watersheds, the Environmental Protection Agency has rated 56 of Minnesota's 85 watersheds as having moderately serious water-quality problems. The state's most troubled watersheds lie along the Mississippi River through the Twin Cities.
