* Amtrak officials are scheduled to meet today with local and state representatives from Minnesota and Wisconsin for negotiations over the proposed rail passenger line between the Twin Ports and Minneapolis. Discussions will center on selection of a depot site in either Duluth or Superior.
* Inland Steel Co. yesterday announced plans for construction of a $17 million carrier, which will be the seventh vessel in its Great Lakes ore fleet. The 728-foot ship is expected to carry about 2 million tons of ore pellets and limestone annually.

* The Duluth Police Department’s budget for 1995 will be more than $10 million, about $1 million more than two years ago when Chief Scott Lyons took over. Most of the increase goes toward wages, squad cars and a computer upgrade.
* Three campers in the Boundary Waters Canoe Area Wilderness had to be rescued early yesterday after remote lakes froze unexpectedly, stranding them at their campsite. The incident prompted the St. Louis County Sheriff’s Department to urge caution on area lakes.
