The U.S. Environmental Protection Agency will begin a study in April of raw water discharges in three Minnesota cities, including Duluth. The study will look for traces of 58 organic chemicals in the water supplies of Duluth, Minneapolis, and St. Paul.

The Virginia City Council this week authorized an agreement with Jack Winter Inc. of Milwaukee to lease a local building to manufacture clothing. The vote was 5-1, with Councilor John Fleck voting against because the company would not guarantee the number of jobs created.

The Northeast Minnesota Skills Assessment, a survey of 611 households that was released this week, found 35 percent of workers surveyed said their jobs do not use all of their skills. And 58 percent would like to change jobs for a more challenging position.

Republican leaders of the Minnesota House are expected today to announce tight budget guidelines that could eliminate many Northeastern Minnesota project requests. In doubt is a request for $2.5 million to extend water and sewer lines to Duluth's Fond du Lac neighborhood.
