State Rep. Dwight Swanstrom of Duluth introduced a bill yesterday that would freeze property taxes for two years. Swanstrom said he is sponsoring the measure because "real estate taxes in some areas of the state are reaching the point of confiscation."

Duluth School Board Treasurer James Harper told the Duluth legislative delegation yesterday that the city's public schools are bankrupt and might not open next fall unless additional state aids are made available or the Board is given expanded taxing power. News Tribune

A fire in Hayward early yesterday destroyed the lumber warehouse of Five States Merchandising, according to officials from the Sawyer County Sheriff's Department. About 200,000 gallons of water was required to extinguish the fire, it was reported.

Workers at the Duluth-Superior harbor are preparing for the 1989 Great Lakes shipping season. Port sources say the initial outlook is good, with iron ore, coal and grain shipments expected to remain strong into early summer.
