* The Duluth Planning Commission agreed last night to support the construction of a high-rise apartment building for the elderly in the West End with the Department of Housing and Urban Development. Construction could start next fall.

* The St. Louis County Board of Health will seek money for a family planning program in which the Health Department would serve as coordinating agency. Board members voted yesterday to begin work on applying for federal money for the project.

* Peter Popovich, who will be named chief justice of the Minnesota Supreme Court this week, attributes his success and reputation for hard work to his Iron Range upbringing and ethnic background. Popovich succeeds Chief Justice Douglas Amdahl, who is retiring.

* The people trying to reopen Reserve Mining Co. should learn this week whether officials of Armco Inc. will buy iron ore pellets from Reserve or another producer in 1989. The decision will have a major impact on the possibility of Reserve reopening.
