A new $8.1 million waste treatment facility to serve the city of Cloquet and two major industries is expected to be in operation by December 1973, city officials said yesterday. Annual operating costs are estimated at $700,000.

The arcing of electricity between two high voltage lines to a transformer was blamed yesterday for an estimated $400,000 to $500,000 loss in the Jan. 19 shutdown of the Murphy Oil Co. refinery in Superior. News Tribune

The Duluth City Council last evening voted unanimously to ban cigarette vending machines in most Duluth establishments beginning in six months. The ordinance was passed at the urging of PTA representatives and health professionals.

The Duluth School Board Business Committee yesterday failed to agree on whether a new western elementary school should be one of the projects to be completed with an estimated $15 million the district expects to raise in taxes.
