* Steve Ave, two-time world champion snowmobile driver from Duluth, was the big winner in the Birchwood Snowmobile Sprints on Pike Lake yesterday. Ave walked off with $3,000 by winning the Modified II and IV class races.

* Duluth police yesterday were investigating burglaries of safes at the Amber Flow Bar, 2023 W. Superior St., and Duluth Ace Hardware, 19 N. Second Ave. W. About $2,500 was taken from the Amber Flow and an undetermined amount stolen from Ace Hardware.

* Preliminary plans for a tunnel and fish ladder for migratory rainbow trout on Duluth's Lester River were presented last night to members of the Lake Superior Steelhead Association. The cost of the proposed project is about $400,000.

* All applicants offered a job by the city of Duluth would have to take a drug test before beginning work under a new proposed drug and alcohol policy. The policy was explained to the City Council last night.
