  • The Duluth City Council last night approved a plan to reapportion councilmanic districts based on the one-man, one-vote principle. Presently, under a provision of the city charter, the districts are apportioned according to the number of registered voters in each.
  • Increases approved by the 1971 Minnesota Legislature have moved the state from 12th- to eighth-highest in the nation in per-capita tax burden, according to the Taxpayers Research Association.   • After more than a year, the Hibbing City Council has approved hiring new police and fire chiefs to fill vacancies created by retirements. The council approved three-year contracts with Leroy Davidson as police chief and Doug Moberg as fire chief.
  • Duluth bird watchers found 51 species of birds during the Duluth Audubon Society's annual Christmas Bird Count last weekend.
