* The Duluth City Council last night approved a resolution authorizing construction of apartment buildings on a 23-acre site in Piedmont Heights. The plan has been bitterly opposed by Piedmont residents, many of whom spoke against the proposal before the vote.
* Sale of Duluth's Guaranty Shoe Co., 201 W. First St., to Weynbrenner Shoe Corp. of Milwaukee was announced yesterday by Carl S. Lundgren, owner of the store for 45 years. The store will be remodeled after a clearance sale.

* Officials from the Northland's papermaking, mining, real estate and retail sales industries said yesterday that the outlook is bright for the area economy in 1989. The leaders spoke at a forum sponsored by the Duluth Area Chamber of Commerce.
* Next week, the Fond du Lac Chippewa band plans to launch a lotto game that it claims is legal, risking prosecution by U.S. Attorney Jerome Arnold, who says the game is a lottery and clearly against the law.
