Crimes reported in Duluth were down 17 percent for the first three months of 1977 and are continuing to decrease, Police Chief Milo Tasky said yesterday. Tasky said he does not have an explanation for the trend.
Regularly scheduled "Discover Duluth" bus tours by the Duluth Transit Authority will begin tomorrow, officials announced yesterday. The five-hour tours, which will depart from the St. Louis County Heritage and Arts Center, are designed to fill a gap in the city's tourism industry.

Superior police said yesterday a weekend apartment fire above The Library and Zona Rosa restaurants was not related to the string of arson fires in the community. The city has formed a task force to investigate five suspicious fires that have occurred since July 19.
A group of local health-care officials and others will meet in Duluth this week to discuss ways communities can reduce tobacco use. The statewide program, called Minnesota Decides, is an attempt to deal with the state's number one public health issue.
