BCA identifies St. Louis County deputy in Morgan Park shooting

A Duluth man suffered non-life-threatening injuries when he was shot by a St. Louis County sheriff's deputy Tuesday.

The Minnesota Bureau of Criminal Apprehension has identified the St. Louis County sheriff's deputy who shot a Duluth man during an incident Tuesday morning in Morgan Park.

Deputy Jason Kuhnly is on standard administrative leave after Tuesday's incident. He's been with the Sheriff's Office for eight years.

Jesse Logan Ferrari, 29, was shot after allegedly fleeing deputies on an all-terrain vehicle early Tuesday morning. According to his criminal complaint, another sheriff's deputy attempted to pull over two ATVs while they traveled down Commonwealth Avenue without headlights. After the deputy turned around to follow the vehicles, the driver of one of the ATVs hopped on the other and drove away at a high speed, the complaint said. The ATV then left the road on an ATV trail.

The two men allegedly fled on the ATV, and were located by a K-9 deputy around 2:30 a.m. in a nearby wooded area. According to the BCA's report, one of the deputies discharged their weapon shortly after, striking and injuring the 29-year-old suspect.

Ferrari was treated for his non-life-threatening injuries and was charged Thursday with fleeing an officer in a motor vehicle and driving after revocation.


The BCA investigation of the shooting is ongoing. Once the investigation is complete, the BCA will provide its findings without recommendation to the St. Louis County Attorney’s Office for review.

This the third deadly-force incident for Kuhnly.

In June, an investigation and review concluded that Kuhnly, who shot at armed carjacking suspect Scott Michael Jordan, 34, of Duluth, earlier this year in Saginaw, used force that was "reasonable and lawful under the circumstances." Jordan died of a self-inflicted gunshot wound at the scene, according to the Midwest Medical Examiner's Office.

Kuhnly had also previously been involved in another shooting in Hermantown in 2019. The deputy exchanged gunfire with Timothy Russell Majchrzak, who fled arrest and fired a weapon at Kuhnly.

Kuhnly shot Majchrzak while Deputy Troy Fralich struck the suspect with his squad car. Majchrzak died on the scene. A retired St. Louis County prosecutor and the Cook County attorney later said in an official review that the deputies were justified in using deadly force.
