- Plans for a $26 million enclosed shopping mall in Hermantown were announced yesterday by Dayton Hudson Properties. The shopping center, to be called Ridgewood Mall, would be built on 63 acres bounded by Miller Trunk Highway and Haines, Stebner, and Arrowhead roads.
- The Duluth City Council will decide next week whether the city should lease space in the new state office building. Plans call for moving the Police Department garage into the $11.5 million building to be constructed across the avenue from City Hall.

- With seven applicants for the vacant 4th District City Council seat, councilors opted last night to let the new council fill the vacancy in January. The council tentatively set candidate interviews for Jan. 6, during the first week the new council will meet.
- Douglas County supervisors approved plans yesterday for the joint Human Services/Law Enforcement Center at a special County Board meeting. The resolution calls for limiting the project total to $30.5 million, not including the cost of demolition of the City/County Complex, parking, and land acquisition.
