The Spirit Mountain Authority, after a number of votes yesterday that one member called "absolute political chicanery," selected Bruce Simons as its new executive director. Simons, currently Lutsen ski area general manager, is Spirit Mountain's fifth director since it opened in 1974.

Superior's old city hall, the Trade and Commerce Building, has been added to the National Register of Historic Places. Constructed in 1890, the building was purchased by the city in 1904 and abandoned in 1970 when the present City County Complex was completed.

The U.S. Census Bureau predicts that St. Louis County will lose more people between 1990 and 2000 than any other Minnesota county. Between 1990 and 1998, the county lost 4,238 residents to migration, and there were 500 more deaths than births in the county.

Manpower Inc.'s Third Quarter Employment Outlook Survey shows that one-third of the 40 Duluth-area employers surveyed plan to add to their payrolls in July, August, and September, but 13 percent plan layoffs. Job openings this summer are in services, transportation, and public utilities.
