The Minnesota Senate Finance Committee yesterday approved a $46 million bond issue that includes money for a new park on Lake Superior's North Shore. The committee approved $880,000 for acquisition of a privately owned area known as Tettegouche Camp in Lake County.

The U.S. Court of Appeals in St. Louis yesterday affirmed a lower court decision that prayers before St. Louis County Board meetings do not violate the First Amendment. The board has been inviting local clergy to conduct short prayers before meetings since February 1977.

Forest tent caterpillars are back this spring across the Northland, but it appears they are only staging for the big attack, probably next year. The caterpillars seem to peak on roughly ten-year cycles, and the last peak of caterpillar activity hit in 1989.

A task force is expected to recommend next month that the city of Superior needs an outdoor siren system to warn citizens of severe weather and other dangers. Superior has been without sirens since its old system fell into disrepair in 1972.
