A large section of the 83-year-old Hemlock Garage building on First Street and Third Avenue East in Duluth collapsed yesterday afternoon, crushing several cars but causing no injuries. Fire officials said the collapse was caused by heavy snow on the roof.

Duluth City Councilor John Fedo announced at a news conference yesterday that he will challenge Mayor Robert Beaudin in the September primary election. Fedo was elected councilor at large in 1975 and served as council president during most of 1978.

Roughly half of eastern Duluth's fourth-graders will be going to fifth grade at elementary schools next year and half will go to middle schools. The School Board offered the choice after increasing complaints from parents that fifth-graders don't belong in middle schools.

The mission of Duluth's 148th Fighter Wing of the Minnesota Air National Guard will change from air defense to general purpose duties beginning this spring. Under the new mission, Duluth-based fighter crews will expand their duties to include air-to-air combat and bombing.
