In voting for Duluth City Council president last night, Councilors Robert Brooks and Clifford Olson each received four votes. Councilors agreed that Brooks and Olson will share presidential duties and will take turns chairing council meetings until a ninth councilor is selected.

The St. Louis County Board yesterday approved a controversial land-use plan for Duluth Township that creates five light industrial zones. The vote ends a bitter, one-year dispute between some homeowners and small-business owners over the number of industrial zones needed.

Cleveland-Cliffs Inc. has applied for an air-quality permit from the Minnesota Pollution Control Agency for a proposed pig iron plant at Northshore Mining Co. in Silver Bay. Company officials say construction of the plant could cost from $150 million to $200 million.

Officials of Famous Dave's Bar-B-Que Shack restaurants were looking at potential sites in Duluth last summer but say the city is not in the company's 1999 expansion plans. They looked at Canal Park and Miller Hill sites, but no satisfactory location was found.
